The purpose of this Notice is to identify actions to be taken by Pocomoke City, Maryland.

On or about 8/24/2022 the above-named Pocomoke City, Maryland, Worcester County will request that the Maryland Department of Housing and Community Development
release federal funds from the Maryland Community Development Block Grant Program to be used for the following project:

Project Title: Water Line Improvement, Pocomoke City CIPP Lining Project (Phase1)

Purpose of Project A rehabilitation and restoration of a portion of the City’s water lines using Cure In Place Processing Lining (CIPP Lining) for the Water Mains down Market Street.

Location: Market Street, Pocomoke City

Total Project Cost: Total Cost: $1,412,000 using CDBG: $635,727; MDE:$777,000

Notice is hereby given that Pocomoke City, Maryland has prepared an Environmental Review Record on the project(s) described in this Notice and has determined said
project(s) to be Categorically Excluded under the provisions of the National Environmental Policy Act of 1969 (NEPA) as amended.

The Environmental Review Record which documents the Environmental Review of these project(s) is available for public examination at the Pocomoke City, Maryland,
Worcester County City Hall offices during normal business hours.

Request for Release of Funds

The Pocomoke City, Maryland, Worcester County will undertake the project(s) described above with Maryland Community Development Block Grant funds. This
Notice also certifies that Mayor Susan Marshall-Harrison, serving in the official capacity of Mayor of Pocomoke City, Maryland, consents to accept the jurisdiction of the Federal
Courts if an action is to be brought to enforce responsibilities in relation to the environmental reviews, decision-making, and action; and certifies that these
responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibility under NEPA and related laws and authorities and allows the Pocomoke
City, Maryland, Worcester County to use CDBG funds.

Objections to Release of Funds

Objections to the release of funds will be accepted by the Department of Housing and Community Development only if one or more of the following apply: (a) that the
certification was not in fact executed by the Certifying Officer; or (b) that the Pocomoke City, Maryland, Worcester County has omitted a step or failed to make a decision or
finding required by HUD regulations at 24 CFR Part 58; or (c) the grant recipient or other participants in the development process have committed funds, incurred costs or
undertaken activities not authorized by this part before Release of Funds and approval of the environmental certification by DHCD; or (d) another Federal agency acting
pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. All interested agencies,
groups and persons disagreeing with this decision are invited to submit written comments to Pocomoke City, Maryland, Worcester County and to the CDBG Environmental Officer, MD Department of Housing and Community Development, 7800 Harkins Road, Lanham, Maryland 20706.

All such comments must be received no later than 09/07/2022.
